and this is his reply:

obvious that the theme has worked its way through many minds.
I certainly want to give credit to those who have tinkered with this beautiful concept.

MtheGM, the most likely coiner was the theater critic Alexander Woollcott. According to an article in the Reader's Digest in 1933, he said more than once, "All the things I really like to do are either immoral, illegal, or fattening."

Woollcott rarely gets credit because he's no longer famous.

The inclusion of "illegal" raises the possibility - no more than that - that he was thinking of Prohibition, in effect in the U.S. from 1920 through 1933.
