Where did this water come from? Thunderstorms, days-long rainstorms, snow melt, dams not adequate? I've seen coverage about the flooding and am struck by the lack of curiosity about the cause.

Were people warned? Do Europeans know not to drive into moving water? Is the damage mostly in areas that never should have been built on?

What's anybody doing to prevent this happening again? If the flooding can't be prevented, surely the death toll can be reduced.

Here's what I mean about a cause. In 1977, an immense thunderstorm stalled over Kansas City and dropped about 13-15 inches of rain. (1 or 2 inches would be normal.) Kansas City has a lot of steep hills and creeks, and the water flowed deeply and rapidly, flooding the creeks. About 10 people drowned and millions of dollars in damage was done.

Has Europe been having storms like that?
