Use newspapers, like everyone used to. As for hoarding, responsible shops already put in place a kind of unofficial rationing,, limiting how much people can buy of anything potentially in shirt supply. If need be an official rationing system could be introduced - there's evidence from polling that that would be popular, at least in the UK. There's a fiolk memory of how to behave in a crisis of this scale in the UK anyway.
