The sad thing is there are no definitive answers. Apart from te people who would say that anyway - no one is sticking their neck out and saying - this is the effect of global warming, and we must spend billions on infrastructure because its going to happen again - soon. TV keeps parroting - 'its the worse rain for 50 years' - yeh we noticed - rather wet as well! the subtext to that seems to be - well as long as its only once every 50 years, bugger off - you're better off than in Venice.
