No one said it was written in Wisconsin. University of Wisconsin is just who digitized a collection of papers from the estate of the composer J.P. Webster. But yes, the sheet music was published in Chicago. In fact, that's why the sheet music has been so hard to find: the publisher's offices and warehouse were burned in the great Chicago fire. The copy I obtained is from a "pre-fire Chicago" collection at Stanford.
